Project Experience
Geren
Island Water Treatment Plant Expansion for City of Salem Public
Works Department, Stayton, Oregon.
ES&A staff is completing the NEPA Environmental Assessment (EA)
and Habitat Conservation Plan (HCP) for multiple species affected
by current water treatment plant operations, as well as projects
completed during the expansion of the water treatment facility.
This project is associated with expansion of the water treatment
facility on a 226-acre island in the North Santiam River. Additional
work at the facility included preparation of USACE/DSL joint Section
404/Removal-Fill permit applications and mitigation plans for additional
work adjacent to the water intake structure; preparation of USACE/DSL
joint Section 404/Removal-Fill permit applications for a five-year
annual dredging permit associated with the water-intake side channel.
ES&A is also conducting agency coordination and liaison associated
with the above tasks.
Miles
Crossing Biological Assessment for Miles Crossing Sanitary Sewer
District, Clatsop County, Oregon.
The Miles Crossing and Jeffers community is an unincorporated area
south of Astoria, Oregon, which currently has no sewer service.
Homes and businesses in the community use on-site treatment systems
(septic tanks) for wastewater disposal. High groundwater levels
in the community reduce the effectiveness of the on-site systems,
and many of the systems are in marginal or failed condition. ES&A
prepared USFWS and NOAA Fisheries Biological Assessments for the
Miles Crossing Sanitary Sewer District project in Clatsop County,
Oregon. Species evaluated included listed species (bald eagle, marbled
murrelet, brown pelican, Columbian white-tailed deer, Oregon silverspot
butterfly, water howellia, 5 ESUs of steelhead, 1 ESU of sockeye
salmon, 5 ESUs of chinook salmon, 1 ESU of chum salmon, 3
ESUs of coho salmon, coastal cutthroat trout). Also, per Rural
Utilities District standards, 23 candidate species and species of
concern were included in the impact evaluation.
Foster
Creek Biological Assessment for Clackamas County Department of Transportation,
Clackamas County, Oregon.
Conducted field evaluations, coordinated with resource agencies
and prepared a Biological Assessment (BA) addressing potential impacts
to steelhead, chinook and coho salmon under the jurisdiction of
NMFS. The BA addressed potential impacts for replacing a 41-year
old culvert under Gerber Road in rural Clackamas Co
