Environmental Permitting - Selected Project Experience

Multi-year Programmatic Permit for Multnomah County Drainage District, Portland, Oregon.
ES&A is preparing an application to the USACE and DSL for multi-year Section 404 and Removal-Fill authorization for MCDD’s maintenance activities. These activities involve work in drainage ditches (secondary waterways) and the Columbia Slough, and include repair and replacement of conveyance and flood control structures, dredging, bank stabilization, vegetation removal and other maintenance work. The 15 square mile maintenance area extends east from Smith Lake, south from the Columbia River, west from the Sandy River and north from Columbia Boulevard/I-84. Tasks include background and field review associated natural resources, preparation of supporting documentation presented in GIS format, coordination with USACE and DSL, as well as coordination with archaeological subconsultant.

CBWTP Environmental Enhancement Project for City of Portland Bureau of Environmental Services, Portland, Oregon.
The City of Portland enhanced an area adjacent to the Columbia Boulevard Wastewater Treatment Plant (CBWTP) as presented in the approved CBWTP Master Plan. The Environmental Enhancement Project included removing invasive plant species, planting native trees, shrubs and herbs, enhancing existing wetlands, installing stormwater treatment bioswales, trails, footbridges and artwork, as well as a canoe landing in the Columbia Slough. ES&A staff prepared, submitted and tracked all permits for this project. Permitting included USACE/DSL joint Section 404/Removal-Fill, City of Portland Land Use and Site Development, DEQ NPDES #1200-C, and Union Pacific Railroad right-of-entry and crossing/encroachment permits.

Walker Slough Land Use Review Applications for the Multnomah County Drainage District, Portland, Oregon.
Prepared and submitted the City of Portland Land Use Review (LUR) permit applications for completion of the Multnomah County Drainage District (MCDD) Walker Slough Restoration Project. The Walker Slough project included creation of channel benches and meanders within a small slough adjacent to the City of Portland’s Urban Forestry Center located in East Delta Park. The Walker Slough Enhancement project was conducted in partnership between the City of Portland Bureau of Parks and Recreation and MCDD.
