Pipelines
75 MGD Transmission Conduit for City of Salem Public Works Department,
Stayton, Oregon.
The 75 MGD Transmission Conduit project involves replacing deteriorating
transmission pipelines with new larger diameter water lines. The
project was divided into phases, where Phase I includes the North
Santiam River and the Santiam Water Control District bypass channel
crossings. ES&A obtained USACE/DSL joint Section 404/Removal-Fill
permit applications, provided agency liaison services with USACE,
DSL, USFWS, NMFS and ODFW. Additional services included providing
construction oversight associated with natural resource and fisheries
issues, responding to contractor questions, and coordinating with
the landscape contractor prior and subsequent to implementing the
mitigation plan.
Kuebler
Boulevard 36-Inch Potable Water Supply Intertie for City of Salem
Public Works Department, Salem, Oregon.
ES&A staff conducted field evaluations and prepared technical
report summarizing wetland and sensitive species impacts for three
alternative intertie pipeline alignments. The purpose of the project
is to provide a 36-inch intertie between the existing 48-inch and
36-inch water transmission mains, which are located in the southeast
section of the City of Salem. ES&A performed additional resource
evaluations including conducting wetlands delineations and assessing
impacts to listed species and species proposed for listing for the
preferred alignment. Other tasks included preparing and submitting
USACE/DSL joint Section 404/Removal-Fill and Union Pacific Railroad
crossing/encroachment permit applications. The proposed alignment
crossed Mill Creek, which contains three Endangered Species Act
(ESA) listed fish species.
Miles
Crossing Biological Assessment for Miles Crossing Sanitary Sewer
District, Clatsop County, Oregon.
The Miles Crossing and Jeffers community is an unincorporated area
south of Astoria, Oregon, which currently has no sewer service.
Homes and businesses in the community use on-site treatment systems
(septic tanks) for wastewater disposal. High groundwater levels
in the community reduce the effectiveness of the on-site systems,
and many of the systems are in marginal or failed condition. ES&A
prepared USFWS and NOAA Fisheries Biological Assessments for the
Miles Crossing Sanitary Sewer District project in Clatsop County,
Oregon. Species evaluated included listed species (bald eagle, marbled
murrelet, brown pelican, Columbian white-tailed deer, Oregon silverspot
butterfly, water howellia, 5 ESUs of steelhead, 1 ESU of sockeye
salmon, 5 ESUs of chinook salmon, 1 ESU of chum salmon, 3
ESUs of coho salmon, coastal cutthroat trout). Also, per Rural
Utilities District standards, 23 candidate species and species of
concern were included in the impact evaluation.
