Wetlands
Delineation and Permitting for Columbia Steel Casting Co., Inc.,
Portland, Oregon.
Conducted a wetlands delineation and prepared USACE/DSL permit applications,
mitigation design, Biological Assessments and Local land use permits
for this 87-acre industrial site in Portland, Oregon. Coordinated
the development of the expansion plan with local stakeholders including
Metro, City of Portland, and the Columbia Slough Watershed Council
to accommodate their concerns over environmental impacts. The expansion
plan has reduced proposed wetlands impacts from 5 acres to 3.5 acres.
Negotiations with USACE and DSL resulted in development of a wetlands
mitigation plant that included modifications to existing wetland
mitigation areas within the site and integration of other resources
within the site into a single resource area.
Freeway
Land Company Site, Portland, Oregon.
Providing environmental services for the Freeway Land Company site
in Southeast Portland, Oregon. These services include addressing
resource agency concerns with filling a drainage ditch at the site,
consulting with the Oregon Division of State Lands (DSL) and the
U. S. Army Corps of Engineers (USACE), performing a wetland delineation
for a proposed mitigation area, preparing a mitigation plan to address
wetland impacts resulting from filling the drainage ditch, and preparing
applications for DSL and USACE.
Old
Portland Speedway Land Use Violation for Nikkila Family, Portland,
Oregon.
The previous lessee (Portland Speedway) conducted illegal grading
and filling within the mapped Environmental Conservation (EC) overlay
zone located along the northern property boundary upslope from a
secondary drainage to the Middle Columbia Slough. ES&A prepared
and submitted the Type III Environmental Violation Review that included
a mitigation planting plan, responded to questions and comments,
represented the client at the public hearing and obtained approval
from the City of Portland Office of Development Services.
